Missouri Rep. to Introduce Marijuana Decriminalization, Legalization Bills

JEFFERSON CITY, MO — Missouri State Rep. Rory Ellinger hopes to bring marijuana reform to the state, and plans on introducing marijuana decriminalization and legalization bills once the legislature reconvenes for the 2014 session.

Rep. Ellinger (D-University City) introduced a marijuana decriminalization measure, House Bill 512, in 2013. While the bill didn’t pass, it did advance further than any marijuana reform bill introduced to the state legislature in the past.

Testimony on the decriminalization was heard by the Downsizing State Government Committee on the final day of the legislative session in May, without any possibility that the full House of Representatives would vote on the bill, but activists considered the hearing a step in the right direction.

“Receiving a hearing lends greater credibility to the bill and will likely make more legislators receptive to the idea next year,” says John Payne of Missouri’s Show Me Cannabis.  “Political progress often feels almost interminably slow, but make no mistake, we are moving steadily forward.”

Marijuana Law Reform Advocates Sue City of Springfield, Missouri

SPRINGFIELD, MO – Maranda Reynolds, Springfield Cannabis Regulation, Show-Me Cannabis Regulation, and the American Victory Coalition filed a federal lawsuit against the City of Springfield and its City Councilmembers for violations of state and federal constitutional rights. Plaintiffs seek actual and punitive damages, injunctive relief and attorneys’ fees.

A 2012 initiative petition effort to place a measure on the November 2012 ballot lessening the penalties for personal cannabis possession, led by local Springfield proponents and funded by Springfield donors, Show-Me Cannabis Regulation and the American Victory Coalition, was unconstitutionally quashed by the City and its Council, according to the Complaint filed in U.S. District Court.

The cannabis law reform measure would protect the educational and employment opportunities of those possessing personal amounts of cannabis while better prioritizing Springfield’s law enforcement resources.  The proposed ordinance is similar to measures passed by localities such as Columbia and Saint Loui. . . . . Missouri Lawmakers Hear From Supporters Marijuana Legalization and Decriminalization

JEFFERSON CITY, MO — The Downsizing State Government Committee of the Missouri House of Representatives held a listening tour across the state this week, and they heard from Show-Me Cannabis supporters at most stops.

The committee visited Saint Louis, Cape Girardeau, Poplar Bluff, Joplin, Springfield, Independence, Saint Joseph, Columbia, and Jefferson City.

This is the same committee that gave a very favorable hearing to a decriminalization bill at the end of this year’s legislative session. After that hearing, committee chairman Paul Curtman (R – Pacific) and vice chair Mike Kelley (R – Lamar) both told reporters that they favor the bill. Furthermore, Rep. Curtman spoke at our conference and one of our town hall meetings.

In my testimony to the committee in Saint Louis, I thanked the legislators for considering decriminalization. I also encouraged them to consider any decriminalization or legalization bills introduced next session as both would substantially reduce the size and scope of Missouri’s government.

St. Louis Police Allows Cop to Lobby for Marijuana Legalization

ST. LOUIS, MO — In St. Louis, Missouri Sgt. Gary Wiegert has been given permission by his chief of police to become an official lobbyist in the state to legalize marijuana for the non-profit organization Show Me Cannabis.

While there are hundreds of former law enforcement officers lobbying with the non-profit group Law Enforcement Against Prohibition (LEAP), having a currently employed  law enforcement officer being given the ‘green’ light by their command to lobby for marijuana legalization maybe a first. Regardless, it most certainly will not be the last!

ST. LOUIS — St. Louis Police Chief Sam Dotson has reversed course and will allow a veteran officer to moonlight as a lobbyist for a pro-marijuana organization.

Dotson wrote to police Sgt. Gary Wiegert on Tuesday saying his request for “secondary employment” will be allowed.

Wiegert filed a complaint earlier this year with U.S. District Court claiming the department violated his First Amendment rights to free speech for refusing to allow him to lobby on behalf of Show-Me Cannabis.

Missouri House Committee Hears Marijuana Decriminalization Testimony

JEFFERSON CITY, MO — A committee in the Missouri House heard testimony on a bill to decriminalize the possession of up to 35 grams of marijuana Friday, but the hearing came too late in the legislative season for the bill to advance any further this year.

Testimony on House Bill 512 was heard by the Downsizing State Government Committee on the final day of the legislative session, eliminating the possibility that the full House of Representatives will vote on the bill this year.  Nevertheless, marijuana reform activists are calling the hearing a “win.”

 

“Receiving a hearing lends greater credibility to the bill and will likely make more legislators receptive to the idea next year,” says John Payne of Missouri’s Show Me Cannabis.  “Political progress often feels almost interminably slow, but make no mistake, we are moving steadily forward.”

Verizon Wireless Amphitheater Denies Marijuana Reform Activists

MARYLAND HEIGHTS, MO — Marijuana reform activists from Missouri were denied vending space during a weekend event at the Verizon Wireless Amphitheater, citing concerns that a booth promoting marijuana legalization could strain the venue’s relationship with the city and its police force.

Show-Me Cannabis, a Missouri organization that advocates for the reform of marijuana laws in the state, had submitted a vendor application for Pointfest, a multi-stage concert sponsored by local radio station The Point (KPNT 105.7 FM).  The same radio station began airing a four-week ad campaign for Show Me Cannabis last week.

The organization had intended to hand out literature, generate interest for upcoming initiative campaigns, and sell t-shirts at the event.

Last week, a representative from the Live Nation-owned venue contacted Show Me Cannabis to inform them that their vendor application had been declined, citing fears that the Maryland Heights Police Department would shut the booth down for “advocating illegal activity.”

MO: Springfield City Council Considers Reducing Marijuana Penalties

SPRINGFIELD, MO — As you probably recall, last summer we helped activists in Springfield gather signatures to put an initiative petition before the Springfield City Council that reduced penalties on possession of less than 35 grams of cannabis. The council was supposed to have two options: Either vote for the measure and make it law, or vote against it and send it to the city’s voters in November.

Instead, the council invented a third option: Vote for the measure, simply to repeal it at their next meeting for the express purpose of keeping the voters from having their say.

It has been a long time since I have updated you about this issue, but that is not because we gave up — quite the opposite. Soon after the council repealed the ordinance, we began searching for a law firm to represent the activists in Springfield — including Show-Me Cannabis Regulation board member Maranda Reynolds and tireless SMCR volunteers Trish and Daryl Bertrand — whose rights the council had violated.
