Illinois Medical Marijuana Patients Continue to Wait for Gov. Quinn’s Signature on HB 1

SPRINGFIELD, IL — When the Illinois legislature passed the Compassionate Use of Medical Cannabis Pilot Program Act in May, it capped a decade-long push for medical marijuana in the state, and even though it creates only a temporary medical marijuana pilot program, medical marijuana advocates called the bill a “great first step.”

Illinois patients needed only the signature of Democrat Governor Pat Quinn on the pages of House Bill 1 for medical marijuana to begin moving towards reality, making Illinois the 19th medical marijuana state, even if it is only for four years.

Illinois Medical Marijuana: Great First Step, Room for Improvements

SPRINGFIELD, IL — The Illinois Senate voted 35-21 Friday to pass the “Compassionate Use of Medical Cannabis Pilot Program Act,” which creates a framework to protect physicians and certain qualified medical marijuana patients from arrest and prosecution — but only for the next four years.

Friday’s vote comes a month after the Illinois House voted 61-57 in favor of House Bill 1, which now goes to Governor Quinn. If the bill is signed into law, Illinois would become the country’s 19th — and most restrictive —  medical marijuana state.

Advocates have raised a number of concerns over the bill, and plan to pursue follow-up legislation to improve its effectiveness in meeting patients’ needs.

“This is a great day for patients in Illinois,” Mike Liszewski, Policy Director with Americans for Safe Access, said Friday. “We hope that Governor Quinn will see the importance of signing this bill into law, which we look forward to implementing and also improving with follow-up legislation.”

House Bill 1, which is scheduled to expire in four years, was called one of the most restrictive laws in the country by one of the bill’s sponsors, Senator Bill Haine (D-Alton).

After 10 Years, Illinois Finally Approves Medical Marijuana

SPRINGFIELD, IL — With a final vote by the state Senate Friday, the Illinois legislature has finally approved a medical marijuana bill. It only took ten years.

If Gov. Patrick Quinn (D) signs it into law, Illinois will become either the 19th or the 20th medical marijuana state, depending on whether similar legislation in New Hampshire gets approved first.

Quinn has signaled that he approves of medical marijuana, but has made no definitive statement about whether he would sign or veto the bill, so Illinois activists and the Marijuana Policy Project are calling on supporters to keep up the pressure.

Quinn has indicated he is sympathetic to the bill, especially as it would benefit injured veterans.

On Sunday, Lt. Gov. Sheila Simon said she supported the bill.

If the bill is signed into law by the governor, Illinois will become the first state in the Midwest to approve medical marijuana through the legislative process. Michigan approved it in 2008, but that was via a voter initiative.

Illinois Legislature Passes Medical Marijuana Bill

SPRINGFIELD, IL – The Illinois Senate voted Friday to  approve a bill that would allow Illinois residents with serious illnesses to use medical marijuana if their physicians recommend it.

The full  Senate voted 35-21 to approve the measure, which received approval from the full House of Representatives on April 17 and now heads to the Governor’s desk for approval.

If Gov. Pat Quinn (D) signs the bill, Illinois will become the 19th or 20th state to legalize medical marijuana in some capacity. Maryland recently passed a bill to establish a medical marijuana  program, as well.  In addition to Illinois and Maryland, 18 states plus the District of Columbia allow the medical use of marijuana.

If the Illinois bill becomes law, as many as 60 retail establishments will be licensed to sell medical marijuana to patients with cancer, AIDS, and other serious illnesses.  Gov. Quinn has made positive comments about allowing medical marijuana in the state, but has not yet  indicated if he would sign the bill or not.

Illinois Medical Marijuana Bill Heads to Full Senate for Vote

SPRINGFIELD, IL – Following a hearing Wednesday, the Senate Executive Committee voted 10-5 to approve a bill that would allow Illinois residents with serious illnesses to use medical marijuana if their physicians recommend it.

The full 59-member Senate will now consider the measure, which received approval from the full House of Representatives on April 17.

“We applaud the committee members for supporting safe access to medical marijuana for patients suffering from debilitating conditions,” said Dan Riffle, deputy director of government relations for the Marijuana Policy Project. “We hope their colleagues will agree that seriously ill people who benefit from medical marijuana should not have to risk being arrested and prosecuted.”
