New Zealand Pro-Cannabis Group Raising Money by Selling Cannabis Bonds

AOTEAROA, NEW ZEALAND — A pro-cannabis political party from New Zealand has found a unique approach to sell cannabis to supporters without breaking the law. The Aotearoa Legalise Cannabis Party  is selling bond certificates good for an eighth of marijuana, redeemable once it is legal to do so.

The $50 Cannabonds are part of a fundraising effort looking forward to a 2014 election campaign to promote a regulated, taxable cannabis market for adults.

“We think this is a fun way of repaying our supporters in the future,” spokesman Steven Wilkinson said.

“We are the only political party in New Zealand that is offering Cannabis bonds so we think it will give us an advantage leading into the next election.”

The party says they anticipate legalization, and the bonds will be redeemable after six months of growing a “Victory Crop,” which will be distributed to bond holders upon harvest.

When asked about the legality of the Cannabonds, Mr Wilkinson said they were “entirely legal” and “the party would not be engaging in any illegal activity”.

Arkansas Attorney General Rejects 2014 Medical Marijuana Proposal

LITTLE ROCK, AR — The Arkansas Attorney General has rejected the language of a proposed 2014 ballot initiative, The Arkansas Medical Marijuana Act, that would legalize the medical use of marijuana.

Attorney General Dustin McDaniel rejected the wording Monday for “confusing and ambiguous points” contained within the language of the proposal.

In his decision, McDaniel’s says the proposed initiative isn’t clear enough about whether patients could grow their own marijuana at home:

Proposed section 20-65-103(a) would allow a qualifying patient to engage in the “medical use” of marijuana, subject to a possession limit. Proposed section 20-65-102(8) would define “medical use” to include the “manufacture” and “preparation” of marijuana. While one may not normally consider the growing of a plant to be its “manufacture,” it is difficult to see what other meaning the word may have in this context, particularly given that it must be presumed to mean something other than “preparation,” else that word would be surplusage. Your proposed ballot title implies that a qualifying patient’s only source of marijuana will be a nonprofit dispensary. I accordingly assume that you intend for at-home growing by patients to be disallowed, but the proposal’s language does not clearly achieve that result. Lessons from the Netherlands for Marijuana Legalization in the US

AMSTERDAM — The US states of Colorado and Washington voted last year to legalize marijuana and are moving forward toward implementing legalization. Activists in several states are lining up to try to do the same next year, and an even bigger push will happen in 2016.

With public opinion polls now consistently showing support for pot legalization at or above 50%, it appears that nearly a century of marijuana prohibition in the US is coming to an end.

Exactly how it comes to an end and what will replace it are increasingly important questions as we move from dreaming of legalization to actually making it happen. The Netherlands, which for decades now has allowed open marijuana consumption and sales at its famous coffee shops, provides some salutary lessons — if reformers, state officials, and politicians are willing to heed them.

To be clear, the Dutch have not legalized marijuana. The marijuana laws remain on the books, but are essentially overridden by the Dutch policy of “pragmatic tolerance,” at least as far as possession and regulated sales are concerned. Cultivation is a different matter, and that has proven the Achilles Heel of Dutch pot policy. Signature Gathering Begins for 2014 Florida Medical Marijuana Legalization Amendment

TALLAHASSEE, FL — The Florida Secretary of State gave final approval Wednesday for signature gathering to begin on a proposed medical marijuana legalization constitutional amendment aimed at the 2014 ballot.

The initiative sponsors, United for Care, have until February 1, 2014, to gather about 700,000 valid voter signatures to place the measure before voters.  If activists are successful in placing the initiative on the ballot, it would require a 60% approval from voters to pass.

The campaign is estimated to cost about $3 million, and the group has raised $200,000 so far.  

Legal analysts say a successful campaign in the Sunshine State could cost upwards of $10 million, but United for Care’s Joe Morgan, who put his personal fortune behind a successful 2004 constitutional amendment raising Florida’s minimum wage, is not deterred and said he thinks he can recruit an “army of angels” to help gather the necessary signatures for the ballot initiative.

Ohio Medical Marijuana Legalization Petition Drive Underway

COLUMBUS, OH — A signature gathering campaign aimed at placing marijuana reform on the ballot has begun in Ohio, and the group sponsoring the initiative is hopeful they will place the issue before voters next year.

The Cannabis Rights Amendment, sponsored by the Ohio Rights Group with the help of local grassroots organizations statewide, would authorize the medical use of marijuana by adults 18 years or older (and minors with parental consent) as well as the cultivation of industrial hemp in the state.

Initially, a list of over 30 debilitating medical conditions would be eligible for medical marijuana.

In order for the Cannabis Rights Amendment to be placed on the 2014 ballot, sponsors need to collect 385,253 signatures in at least 44 of the state’s 88 counties by July 3, 2014.

As with most petition drives for ballot initiatives, the petition campaign is accompanied by a push to register voters because only signatures from registered voters count toward the number needed.

NAACP Endorses Pennsylvania Marijuana Legalization Bill

HARRISBURG, PA — A bill introduced in Harrisburg to legalize and regulate marijuana similar to alcohol received an endorsement by the Pennsylvania Chapter of the NAACP Tuesday.

Senate Bill 528, the Regulate Marijuana Act, was  was introduced earlier this year by State Senator Daylin Leach.

The bill would allow adults 21 and over to grow up to six plants and possess the resulting harvest. It would also allow adults to transfer up to an ounce to other adults.

The proposed bill would also direct the state to come up with a system to regulate and tax marijuana commerce.  The bill includes safeguards to protect against driving under the influence of cannabis, and youth awareness and prevention measures.
