This Friday, Philly NORML and The Panic Hour return to Independence Mall in Philadelphia for the seventh installment in their monthly protests against marijuana prohibition.

Arkansas Attorney General Rejects 2014 Medical Marijuana Proposal

LITTLE ROCK, AR — The Arkansas Attorney General has rejected the language of a proposed 2014 ballot initiative, The Arkansas Medical Marijuana Act, that would legalize the medical use of marijuana.

Attorney General Dustin McDaniel rejected the wording Monday for “confusing and ambiguous points” contained within the language of the proposal.

In his decision, McDaniel’s says the proposed initiative isn’t clear enough about whether patients could grow their own marijuana at home:

Proposed section 20-65-103(a) would allow a qualifying patient to engage in the “medical use” of marijuana, subject to a possession limit. Proposed section 20-65-102(8) would define “medical use” to include the “manufacture” and “preparation” of marijuana. While one may not normally consider the growing of a plant to be its “manufacture,” it is difficult to see what other meaning the word may have in this context, particularly given that it must be presumed to mean something other than “preparation,” else that word would be surplusage. Your proposed ballot title implies that a qualifying patient’s only source of marijuana will be a nonprofit dispensary. I accordingly assume that you intend for at-home growing by patients to be disallowed, but the proposal’s language does not clearly achieve that result. Seattle Hempfest Prepares for the Largest Victory Celebration in the History of Cannabis

SEATTLE, WA —  For three days in August, hundreds of thousands of people will descend on Myrtle Edwards and Centennial Parks on Seattle’s waterfront for the 22nd annual Hempfest, traditionally the largest annual gathering of pro-cannabis supporters in the world.  But following last year’s historic passage of Initiative 502, which legalized the adult possession of marijuana in the state, this year’s Hempfest is promises one thing that the previous 21 were not: a victory celebration.

What started out as a “humble gathering of stoners” in 1991, conceived during a peace vigil in opposition of the first Gulf War and attracting a crowd of about 500 people has grown to a world-renown 3 day “protestival” celebrating human rights, equality, freedom, and of course, cannabis.

Spanning 1.3 miles, two public parks, six stages,  more than 300 vendors and staffed by over 1,000 volunteers, Hempfest isn’t just the largest annual pro-pot rally in the world — it is also one of the largest special events in the State of Washington.  With a Special Events permit requiring a $1 million insurance policy, emergency evacuation plans, safety and security personnel, Hempfest is not a “pot party in the park,” it is a bona-fide political rally who’s organizers work closely with city officials to ensure a successful — and peaceful — annual tradition.

Philadelphia Activists Brace for Smoke Down Prohibition VII

PHILADELPHIA, PA — Final preparations by marijuana reform activists in Philadelphia are underway for Smoke Down Prohibition VII, the seventh in a series of monthly protests held at Independence National Historic Park.

Smoke Down Prohibition VIIAfter six successful rallies, The Panic Hour and Philly NORML, joint organizers of the event, will return to Independence National Historic Park, home of the Liberty Bell, to peacefully protest cannabis prohibition starting on July 26.

Unlike previous editions of Smoke Down Prohibition, which were one-day demonstrations, this event begins at 4:20 pm on a Friday, and taking a page from last year’s Occupy movement, will continue for as long as necessary — even if it stretches for days, weeks, or months.

“We ask you to join us and peacefully sit in at the Liberty Bell to stand up against cannabis prohibition,” organizers said in a press release about the event.

Signature Gathering Begins for 2014 Florida Medical Marijuana Legalization Amendment

TALLAHASSEE, FL — The Florida Secretary of State gave final approval Wednesday for signature gathering to begin on a proposed medical marijuana legalization constitutional amendment aimed at the 2014 ballot.

The initiative sponsors, United for Care, have until February 1, 2014, to gather about 700,000 valid voter signatures to place the measure before voters.  If activists are successful in placing the initiative on the ballot, it would require a 60% approval from voters to pass.

The campaign is estimated to cost about $3 million, and the group has raised $200,000 so far.  

Legal analysts say a successful campaign in the Sunshine State could cost upwards of $10 million, but United for Care’s Joe Morgan, who put his personal fortune behind a successful 2004 constitutional amendment raising Florida’s minimum wage, is not deterred and said he thinks he can recruit an “army of angels” to help gather the necessary signatures for the ballot initiative.

US Approves ‘Prince of Pot’ Marc Emery’s Transfer to Canada

VANCOUVER, BC — The United States government has approved a prisoner transfer application for Mar Emery, a Canadian marijuana activist serving a five year sentence in a US federal prison for selling marijuana seeds over the internet to fund efforts to legalize marijuana.

Emery’s wife, Jodie, said she was informed of the approval by email Wednesday afternoon, shortly after speaking to her husband over the phone.

“It’s great news that the US Department of Justice has approved Marc’s transfer home,” Jodie Emery told Cannabis Culture, a magazine Emery founded. “I hope the Canadian Conservative government quickly approves the paperwork on their end so it becomes official and Marc can come home to Canada.”

The prisoner transfer must still be approved by Canadian authorities before Emery, known as the “Prince of Pot,” would be eligible to return to Canada.

Emery was sentenced to five years in US federal prison for conspiracy to manufacture marijuana, and is serving his sentence at the Yazoo City Federal Correctional Complex in Mississippi.

Freedom to Choose: New Mexico Veterans Push for Improved Access to Medical Marijuana

SANTA FE, NM — The Drug Policy Alliance, veterans’ groups, elected officials and others are introducing a campaign to protect New Mexico’s military veterans’ legal access to medical marijuana. The Campaign is asking New Mexico to stand with veterans and their families to ask our state lawmakers, employers, and medical professionals to support efforts to ensure that when veterans come home they will have access to the medicine that works for them.

New Mexico’s medical marijuana program is considered a nationwide model – in 2007 New Mexico became the first state to develop and implement a state-licensed medical marijuana production and distribution system, and in 2009 it became the first medical marijuana state to specifically include post-traumatic stress disorder as a qualifying condition.

“This campaign has national implications, as hundreds of thousands of veterans return home from Iraq and Afghanistan with PTSD,” said Jessica Gelay of the Drug Policy Alliance. “We hope that this campaign will encourage other states to ensure that their veterans receive the best care possible.”

St. Louis Police Allows Cop to Lobby for Marijuana Legalization

ST. LOUIS, MO — In St. Louis, Missouri Sgt. Gary Wiegert has been given permission by his chief of police to become an official lobbyist in the state to legalize marijuana for the non-profit organization Show Me Cannabis.

While there are hundreds of former law enforcement officers lobbying with the non-profit group Law Enforcement Against Prohibition (LEAP), having a currently employed  law enforcement officer being given the ‘green’ light by their command to lobby for marijuana legalization maybe a first. Regardless, it most certainly will not be the last!

ST. LOUIS — St. Louis Police Chief Sam Dotson has reversed course and will allow a veteran officer to moonlight as a lobbyist for a pro-marijuana organization.

Dotson wrote to police Sgt. Gary Wiegert on Tuesday saying his request for “secondary employment” will be allowed.

Wiegert filed a complaint earlier this year with U.S. District Court claiming the department violated his First Amendment rights to free speech for refusing to allow him to lobby on behalf of Show-Me Cannabis.

Michigan Medical Marijuana Patient Driving Wheelchair to White House

TAYLOR, MI – A Michigan man with cerebral palsy said he is rolling his wheelchair to Washington in the hopes of talking to President Obama about medical marijuana.

Curtis Kile, 52, said he left his Taylor, Michigan home June 14 on a mission to steer his motorized wheelchair to the White House for a chat with President Barack Obama about nationwide legalization of marijuana, which he said has been instrumental in his treatment, the Detroit Free Press reported Monday.

Kile said Saturday in Hagerstown, Md., he is hoping to roll up to the White House and meet with Obama July 4.

The man’s son, Curtis Kile Jr., 17, is serving as his support crew, driving a Ford Econoline van alongside his father’s wheelchair.

Kile said the White House hasn’t responded to any of his communication efforts, but he is hopeful that his journey will help his cause.

“The alcohol industry doesn’t want it legal, and the pharmaceutical and the tobacco companies don’t want that, because it’s going to bite into their profits,” he said. “It’s the money that’s stopping it, and that’s wrong.”
